Is a project running successfully? Are the processes and tools having the desired effect? Is a training programme delivering the right results? If the outcomes are not up to expectations, adjustments are needed. In this case, the evaluation results provide the basis for the design of focused optimisation activities.

The evaluation process comprises the following steps:

• Specify the evaluation objectives (impact analysis or process support)
• Select the object of evaluation (implementation, acceptance or benefit/success of an activity or a project)
• Set the goals to be achieved by the initiative (i.e. tangible targets)
• Develop an evaluation design
• Gather data (i.e. measure actual values)
• Analyse data
• Transfer results (present results and collect ideas for improvement)
